Manju Ganeriwala
Executive Chair, Retired Treasurer Commonwealth of Virginia

Ms. Ganeriwala is the former treasurer of the Commonwealth of Virginia. She was first appointed treasurer in 2009 and was subsequently reappointed by four governors from both major political parties, serving as treasurer until 2022. In her role, she oversaw the investment of public funds, issuance of bonds to finance infrastructure needs, management of state debt, provision of banking services to state agencies and administration of the state’s risk management and unclaimed property programs. Additionally, she served as chair of the Virginia Treasury Board and was a member of several other state boards including Housing, Port Authority, Resources Authority and College Savings Plans. Prior to her appointment as treasurer, she served as deputy secretary of finance for Virginia and held roles in the private sector for the East Ohio Gas Company.

Ms. Ganeriwala holds a Bachelor of Commerce degree from the University of Bombay and a Master of Business Administration from the University of Texas at Austin. She has received numerous professional awards including, the 2009 YWCA’s Outstanding Woman Award in Government and was a 2013 Toll Fellow. She is a Trustee and Secretary of the Financial Accounting Foundation and has formally served on the Municipal Securities Rulemaking Board as vice chair.

Teresa S. Brown, MGT
Trustee, Treasurer Alleghany County

Ms. Brown launched her government career in 2008 as a temporary associate in the City of Salem Treasurer's Office. By the end of that year, she stepped into the role of Deputy Treasurer at the Alleghany County Treasurer's Office. Since 2019, she has proudly served as the Treasurer. Ms. Brown earned her Master Governmental Treasurer (MGT) distinction by completing the required courses, exams, and continuing education credits through both the University of Virginia Weldon Cooper Center and the Commonwealth of Virginia Learning Center. This certification is a testament to her profound expertise in local government finance. A proud native of Alleghany County, she graduated from Alleghany County Schools and Dabney S. Lancaster Community College, now known as Mountain Gateway Community College. Additionally, Ms. Brown is an active member of the Treasurer’s Association of Virginia, which aims to promote professionalism and leadership among Treasurers and their staff through education, networking, and established performance standards.

Michael Sienkowski
Trustee, Stafford County

Mr. Sienkowski was elected Treasurer of Stafford County in 2024. Prior to his election, he spent a decade as Deputy Commissioner of the Revenue, where he led the county’s real estate operations and managed the office technology systems. From 2006 to 2013, he worked as a Geographic Information Systems (GIS) Analyst following his start with Stafford County as an intern in Planning and Zoning. Mr. Sienkowski earned both his Bachelor of Economics and Geography and a Master of Business Administration with a concentration in Accounting from the University of Mary Washington. He oversees the endowment funds at his church and has served as chair of their finance committee. In addition, he is an active volunteer at the local elementary schools.

Michael L. Adkins, CPA
Vice Chair & Trustee, Chief Financial Officer for the City of Danville, Virginia

Mr. Adkins received his B.S. in Accounting from Virginia Polytechnic Institute and State University in 1992 and his Certified Public Accountant Certificate in 1993. He received his MBA from Averett University in 1996, where he also served as an adjunct faculty member. Mr. Adkins was employed in both public accounting and private industry prior to joining the City of Danville in 2005. He also serves as treasurer of the Danville-Pittsylvania County Regional Facility Authority and executive secretary of the Employees Retirement System of the City of Danville. Mr. Adkins is a member of the Government Finance Officers Association, the Virginia Government Finance Officers Association and the Virginia Society of CPAs. He also serves in his community as treasurer of the Mount Hermon Volunteer Fire & Rescue Agency, as well as the Danville Area Choral Arts Society.

Scott B. Grindstaff, MGT
Trustee, Treasurer Henry County, Virginia

Mr. Grindstaff has served as treasurer of Henry County, Virginia, since first being elected in November 1999. He was re-elected for the seventh time in November 2023. A 1981 graduate of Fieldale-Collinsville High School, Grindstaff attended Clemson University from 1981 to 1985. He began his career in banking with Patrick Henry National Bank, where he worked from 1986 to 1999. His is also a 1999 graduate of the Virginia Bankers School of Bank Management, held through the University of Virginia.

Christopher Hartl
Trustee, Banking and Investments Division Chief for Fairfax County Government

Christopher Hartl is a seasoned financial services professional with over 20 years of experience, specializing in banking and investments within governmental frameworks. Currently serving as the Banking and Investments Division Chief for Fairfax County Government, he manages a multi-billion dollar portfolio and oversees enterprise-wide treasury contracts. His extensive background encompasses all facets of branch operations, risk management, and client services, showcasing a strong commitment to excellence in financial stewardship. Christopher is also an NMLS registered lender with comprehensive experience in the credit lifecycle, including origination and servicing across various lending domains. His business development acumen is reflected in his ability to build networks and manage portfolios effectively. Additionally, he has held leadership roles, including Vice President of the Pinecrest Cluster Board, demonstrating his engagement in community service. Christopher's educational foundation in Business/Managerial Economics from Ursinus College further complements his professional journey.

NOTICE OF PUBLIC MEETING

The Virginia Municipal Investment Trust] will hold a public meeting on Tuesday October 28th at 10 am. The meeting will take place at 4300 Cox Road Glen Allen, VA, and remote participation will be available via Microsoft Teams.
